Sanctioned Load Enhancement for Apartments: A Chennai RWA Walkthrough

For a residential apartment association in Chennai, electricity planning can become complicated as the community grows.

When an apartment complex was originally occupied, its sanctioned electrical load may have been sufficient for basic requirements such as lifts, water pumps, corridor lighting and other common facilities. A few years later, the situation can look very different.

More residents may have moved in. Electric vehicle charging may have been added. Additional water pumps, security systems, CCTV, clubhouse equipment, swimming-pool pumps or other common facilities may have increased electricity demand.

At this point, the Residents’ Welfare Association (RWA) may hear an important question:

“Do we need to increase our sanctioned load?”

For Chennai apartment communities, this is not something that should be decided simply by looking at the latest electricity bill. The RWA needs to understand the existing sanctioned load, connected load, maximum demand, future requirements and the electrical infrastructure supporting the building.

It’s also worth asking the question the other way round. In KinetiQ’s own project experience, roughly half of the Chennai RWAs assessed did not need more sanctioned load at all — their existing connection was already larger than what the building actually used, and the real opportunity was a reduction, not an enhancement. This guide covers both directions.

This guide explains the process in practical terms.

What Is Sanctioned Load?

Sanctioned load is the electrical load approved for a particular electricity service connection.

It is different from the number of units consumed.

For example, an apartment’s common electricity connection might have a sanctioned load of 50 kW, while its monthly electricity consumption could be thousands of units.

Think of it this way:

Sanctioned load = electrical capacity approved for the connection

Energy consumption = electricity actually consumed over time

The two are related, but they are not the same thing.

This distinction becomes particularly important when an apartment adds new electrical equipment.

Sometimes the Right Move Is a Reduction, Not an Enhancement

Before assuming the answer is “increase,” it is worth asking the opposite question first.

In KinetiQ’s own project experience across Chennai RWAs, roughly half of the apartment communities assessed — about 5 out of every 10 — turned out to have sanctioned load that exceeded what the building actually needed, not the other way around.

This matters because sanctioned load is not just an administrative ceiling. Depending on the tariff and connection, it can influence fixed charges, demand-linked charges and other capacity-based components of the bill — capacity the association may be paying for every month whether or not it is ever used.

For these RWAs, the real opportunity was not a load enhancement application at all. It was a load reduction: right-sizing the sanctioned capacity down to match actual usage, which by itself lowered the monthly bill without touching a single piece of equipment.

This is exactly why Step 1 of this guide — starting with the existing EB bill and a proper energy assessment — should never be skipped in favor of jumping straight to an enhancement application. The data should decide which direction the RWA needs to move in, not the assumption that more residents and more equipment automatically means a bigger connection is needed.

Why Chennai Apartments May Need Load Enhancement

Many older apartment communities were designed around the electrical requirements that existed when they were constructed.

Today, the common-area electrical load can be significantly higher.

Typical additions include:

  • Electric vehicle charging stations
  • Additional lifts
  • Larger water pumps
  • Sewage treatment plant equipment
  • Swimming-pool pumps
  • Clubhouse facilities
  • Gym equipment
  • Security systems
  • CCTV systems
  • Additional lighting
  • Fire-safety equipment
  • Increased water-treatment requirements

An apartment complex may therefore find that its original sanctioned load no longer reflects its actual or future electrical requirements.

The Tamil Nadu electricity framework also recognizes common facilities in residential complexes, including common lighting, water supply and lifts, with tariff treatment depending on the nature and configuration of the residential complex.

Step 1: Start With the Existing EB Bill

Before approaching TNPDCL (Tamil Nadu’s power distribution utility, formerly TANGEDCO) for an enhancement, the RWA committee should first collect the existing electricity records.

Look at at least the recent 12 months of bills if available.

Check:

  • Existing sanctioned load
  • Connected load
  • Maximum demand, where applicable
  • Monthly consumption
  • Tariff category
  • Fixed/demand charges
  • Any excess-demand or related charges

The objective is to understand whether the problem is genuinely insufficient sanctioned capacity or whether the association is dealing with a different issue such as inefficient equipment, poor load management or a temporary increase in consumption.

Step 2: Prepare a Common-Area Load Inventory

This is one of the most important steps.

The RWA should prepare a list of electrical equipment operating from the common service.

For example:

The numbers should be based on actual nameplate ratings and electrical documentation rather than rough assumptions.

This gives the association a realistic picture of its connected load.

Step 3: Separate Existing Load From Future Load

An RWA should not calculate enhancement only from today’s requirements.

Think about what the apartment may need over the next several years.

For example, suppose the community currently has 5 EV chargers but expects 20 chargers in the future.
If the association increases the sanctioned load only for the current five chargers, another application may become necessary when EV adoption increases.

A better approach is to discuss the expected development plan with the electrical consultant and determine a realistic future requirement.

However, this does not mean simply adding every possible future appliance to the sanctioned load.

The proposed enhancement should be technically justified.

Step 4: Check the Building’s Electrical Infrastructure

Increasing sanctioned load is not just an administrative exercise.

The physical electrical infrastructure must be capable of supporting the additional requirement.

The consultant should review items such as:

  • Main electrical panel
  • Incoming cable
  • Distribution boards
  • Transformer capacity, where applicable
  • Metering arrangement
  • Protective devices
  • Busbars
  • Internal distribution
  • Earthing system
  • Generator/backup arrangement
  • Common-area electrical panels

This is particularly important for large apartment complexes.

Tamil Nadu’s regulations and distribution procedures provide specific requirements depending on supply level, connected load and demand. The state’s electricity framework has also established provisions concerning higher LT demand levels and associated distribution-transformer requirements.

The exact requirements for an individual apartment should therefore be confirmed against the current applicable rules and the local distribution utility’s assessment.

Step 5: Understand the Difference Between Load Enhancement and Energy Saving

This is where rooftop solar becomes relevant.

Suppose your apartment’s electricity consumption is high because of:

  • Water pumps
  • Lifts
  • Common lighting
  • STP
  • Clubhouse equipment

The RWA may consider two separate strategies.

Strategy A: Increase Electrical Capacity

If the building genuinely needs more electrical capacity, sanctioned load enhancement may be necessary.

Strategy B: Reduce Grid Electricity Consumption

Energy-efficiency measures and rooftop solar can reduce the amount of electricity purchased from the grid.

These strategies solve different problems.

Solar does not automatically replace the need for sanctioned load enhancement.

If the building needs higher electrical capacity to operate additional equipment, installing solar panels does not necessarily mean the approved electrical capacity can simply be reduced.

That distinction is critical when an RWA is planning a major energy project.

Step 6: Understand How Rooftop Solar Fits Into the Picture

For apartment communities, rooftop solar can be particularly useful for common-area electricity consumption.
During daylight hours, solar generation can help supply loads such as:

  • Water pumping
  • Common lighting
  • STP operation
  • Clubhouse loads
  • Security systems
  • Other daytime common-area consumption

Tamil Nadu’s rooftop solar framework provides mechanisms for eligible consumers to connect solar PV systems to the grid, subject to applicable conditions and metering arrangements. TNPDCL also provides an online application process for solar PV systems and captures details such as sanctioned load, phase and solar capacity.

But the RWA should not think:

“We are installing 50 kW of solar, so we can automatically increase our sanctioned load by 50 kW.”

Solar capacity and sanctioned load are separate concepts.

The correct design should consider the apartment’s actual electrical demand, solar generation profile and applicable grid-connection requirements.

Step 7: Check Whether the Existing Transformer Can Handle the Demand

For larger apartment complexes, transformer capacity becomes an important consideration.

If the additional electrical requirement exceeds what the existing distribution infrastructure can support, the utility may require network augmentation or other technical works.

This is one reason why an RWA should not wait until the building is already experiencing electrical problems.

Tamil Nadu procedures for group housing have historically emphasized assessing the total demand of group housing projects rather than treating requirements in a piecemeal manner. A Madras High Court judgment records TNPDCL’s uniform approach for assessing group-housing demand, including consideration of common loads such as lifts, water pumping, common lighting, swimming pools and clubhouses.

For an existing apartment, the actual assessment will depend on its current service arrangement and applicable rules.

Step 8: Submit the Load Enhancement Application

Once the technical requirement is established, the RWA can proceed with the application process applicable to its service connection.

Tamil Nadu has an online process for LT service-connection applications, including addition or reduction of load. TNPDCL’s published procedure covers online filing for LT new connections and load addition/reduction, with the process extending across Tamil Nadu.

The association should keep the required documents and technical information ready.

Depending on the case, this may include:

  • Existing electricity bill
  • Consumer/service connection details
  • RWA/association documentation
  • Load details
  • Electrical drawings or supporting documents
  • Electrical consultant’s assessment
  • Required declarations or undertakings
  • Other documents requested by the utility

The exact document requirements can vary according to the service and proposed enhancement.

Step 9: Be Prepared for Utility Inspection

After submitting the application, the utility may assess the proposed enhancement.

The assessment can involve checking whether the existing network can accommodate the additional demand.

Depending on the technical requirements, the work may be relatively straightforward or may require improvements to the distribution system.

For major developments, Tamil Nadu’s business-facilitation framework distinguishes timelines for LT connections depending on whether extension/improvement work or distribution-transformer-related work is required.

Therefore, an RWA should not assume that every load enhancement will be completed within the same timeframe.

Step 10: Understand the Cost Implications

This is where the association should carefully review the utility’s estimate.

The total cost can depend on the nature of the required work.

Possible components may include:

  • Application-related charges
  • Service connection-related charges
  • Development charges
  • Metering requirements
  • Cable-related work
  • Panel modifications
  • Distribution infrastructure
  • Transformer-related requirements
  • Internal electrical modifications

The RWA should obtain the official estimate applicable to its service rather than relying on a generic online calculation.

A Practical Chennai Apartment Example

Imagine a 120-flat apartment community in Chennai.

When the building was commissioned, its common electrical load was designed around:

  • Two lifts
  • Water pumps
  • Common lighting
  • Security systems
  • STP

Years later, the community adds:

  • EV charging
  • Additional pumps
  • Clubhouse equipment
  • More common-area lighting
  • Additional electrical appliances

The RWA notices that its electricity requirements have increased substantially.

Instead of immediately asking for a large load enhancement, the committee should first conduct an energy assessment.

The assessment should answer:

What is our current connected load?
What is our actual maximum demand?
What equipment is responsible for the increase?
How much additional load will EV charging create?
Can energy-efficient pumps reduce the requirement?
Can rooftop solar reduce daytime grid consumption?
Will the existing transformer and internal electrical infrastructure support the future load?

Only after answering these questions should the RWA finalize its enhancement requirement.

Don’t Confuse Maximum Demand With Monthly Units

This is another common misunderstanding.

An apartment may consume 30,000 units in a month but have a very different maximum-demand profile from another apartment consuming the same number of units.

For example:

Apartment A

Mostly daytime pumping and common-area usage.

Apartment B

Large evening/night-time demand with EV charging and clubhouse operation.

Their monthly consumption could be similar while their electrical demand characteristics are very different.

That is why a proper energy assessment is more useful than looking at units alone.

What About EV Charging?

EV charging is likely to become an increasingly important consideration for Chennai apartment communities.

An RWA should consider:

How many residents currently charge EVs?
How many chargers are installed?
What charger ratings are being used?
When are residents likely to charge?
Will chargers operate simultaneously?
Is smart load management being used?

These questions can significantly affect the required electrical capacity.

Instead of designing the system around the assumption that every charger will operate at maximum power simultaneously, the association can investigate controlled charging and load-management strategies where technically and operationally appropriate.

Can Solar Reduce the Need for Load Enhancement?

Sometimes solar and energy management can reduce the amount of additional grid electricity required.

But there is an important distinction:

Reducing energy consumption is not the same as reducing sanctioned electrical capacity.

If an apartment needs a higher electrical connection because of simultaneous loads, solar generation may not eliminate that requirement.

However, solar can reduce daytime electricity purchases and potentially improve the economics of common-area electricity.

For this reason, load enhancement and rooftop solar should ideally be evaluated together rather than as completely separate projects.

Why an Energy Audit Makes Sense Before an RWA Decision

Before spending money on additional electrical infrastructure, an RWA can benefit from an energy audit.

A good assessment should examine:

Electrical demand

What is the actual demand pattern?

Energy consumption

Where are the units being consumed?

Equipment efficiency

Are pumps, motors and other equipment operating efficiently?

Solar potential

How much usable rooftop area is available?

Future load

What additional equipment is expected?

EV charging

What future charging demand is likely?

Tariff

Is the existing tariff category appropriate for the common facilities?

Tamil Nadu’s tariff framework has specific provisions for common facilities in multi-tenement residential buildings, and tariff treatment can depend on factors such as building size, lift availability and the proportion of non-residential use.

This is another reason an RWA should review the electricity connection rather than assuming that its existing arrangement is automatically optimal.

A Simple RWA Decision Framework

Before approving a sanctioned-load enhancement, the apartment committee can work through five questions:

1. What do we have today?

Existing sanctioned load, connected load and maximum demand.

2. What has changed?

New lifts, EV chargers, pumps, clubhouse equipment or other loads.

3. What will change?

Expected requirements over the next few years.

4. What can be reduced?

Energy-efficient equipment, smart controls, better operating schedules — and, in a meaningful share of Chennai RWAs, the sanctioned load itself. Don’t assume the connection is already right-sized; check it.

5. What can solar offset?

Daytime electricity consumption that can potentially be supplied through rooftop solar.

This approach prevents the RWA from making a decision based solely on the latest electricity bill.
